PdfTeX: no longer stored separately on CTAN

Following Han The Thanh's return home to Vietnam, the area CTAN had
been mirroring for pdfTeX is no longer actively maintained.

This has caused some confusion, and as a result, the CTAN team has
decided to declare that directory obsolete (a copy of its state as at
31 May 2002 has been moved to obsolete/systems/pdftex).

PdfTeX source continue available on CTAN in a number of places.

- systems/web2c
- systems/texlive/Sources
- systems/unix/teTeX (or teTeX-beta, if that is currently "active")

All of these directories contain compressed tar archives of source
trees, either pdfTeX on its own (web2c), or among a set of sources of
entire TeX distributions.
