Why? The objectives for the project "The effective technique of scientific information proper representation in computer systems of Russia", RFBR grant 95-07-19400v, to be discussed below are:

• is very good technique for scientific information representation
• Cyrillic encoding plurality and various uncompatible Russian extended implementations make problems to use in Russian networking

The idea of the project belongs to Yurii E. Hohlov, exequtive director of the Mathematica Foundation:

• To develop the legal good quality Russian extension implementation
• To put it in free ftp access and provide the full range user support via networking (only Russian)
• To recommend all RFBR grantees to use this implementation for scientific information network resources creation
